FORMER COMMANDER OF THE SRI LANKA AIR FORCE SUMANGALA DIAS VIOLATION OF THE CONSTITUTION – Complaint.

An authorized officer of the Sri Lanka Air Force has lodged a criminal complaint against former Air Force Commander Sumangala Dias for violating the Constitution of Sri Lanka. The complaint has been sent to President Gotabhaya Rajapaksa, the Defense Secretary, the IGP and the Commander of the Air Force by registered mail. The complaint alleges the following.

1. Out of the funds provided by the Government for the maintenance of Air Force personnel in the years 2019 and 2020, they have not been provided with the required uniforms. It is a serious disgrace to former President Maithripala Sirisena and current President Gotabhaya Rajapaksa and the government.

2. When he was the Commander of the Air Force, he used the goods and employees of the Air Force or the government to prepare goods worth billions and take them home. Although an investigation has been carried out by the Air Force, it has not been carried out properly and the fraud has been investigated.

3. Contempt of Court of Appeal.

4. Misappropriation of public funds by telling the media that the staff of the former Commander of the Air Force will be used for his duties when he is appointed as the Commander of the Air Force and slowly removing all of them from duty and not returning to duty for more than three months.

5. Giving expired medicine to Airmen and Officers while Commander of the Air Force It is reported that the Director of Health Services of the Air Force has ordered to issue expired medicines to the patient Air Force officers and other ranks before November 2020.

6. Revenge on members of the Air Force Commander’s staff who preceded him.

7. In a funding issue called Yahasadana, a conspiracy was hatched by giving the Air Force secret anti-government conspirators.

8. Discussing with anti-government conspirators and summoning them to the Air Force Headquarters.

9. Disbandment of a force being established for the protection of ecosystems.

10. Violation of the Constitution.

11. Fraud and corruption committed during the construction of the stadium at the Ratmalana Air Force Base Complex.

12. Did the then Air Force Chiefs recover the damage caused to the Government and the Air Force by the multi-billion rupee fraudulent sale of iron? Has there been any punishment for that? Or re-investigate it.

13. Concealment of 13 officers accused of possession of narcotics without any punishment and dismissal of such accused generals. Doing so would cause serious harm to society.

14. Conspiracy to obtain the post of Commander of the Air Force and thereby obtain the post.

15. Failure to submit to the President the proposals and plans submitted to hand over to the President for the reconstruction of Sri Lanka which was collapsing with Covid.

16. Deactivation of the website www.trilingual.lk launched by former President Maithripala Sirisena to enable Air Force members and Sri Lankans to learn Sinhala, English and Tamil and wasted public money spent on it.

17. Installing an illegal computer system, violating financial regulations, manufacturing furniture using that computer system and taking it home illegally.

18. Approving to teach the Air Force and its officers by promoting the computer system as a legal system set up in violation of monetary regulations, the theft of billions of government goods and services from that system and the loss of job security of Air Force officers and soldiers.

19. It is learned that tens of millions of rupees have already been defrauded from the ration supply section of the Katunayake Air Force Base due to this computer system. These scams will continue in the future and according to the law, it is not possible to recover transactions through this system. Mr. Sumangala Dias has assisted Air Force personnel in committing large scale as well as small scale frauds through this computer system.

20. Air Marshal WKM Sanath Priyantha Weerasinghe (WKMSP Weerasinghe), a former Director of Supplies in the Air Force in 2020 He is also involved in violating financial regulations, aiding and abetting wrongdoing, forcing people to teach falsehoods by pointing out wrongdoing, taking revenge on their subordinates on the staff of the former Air Force, depriving nationals of the security of the air force and officers Acting as a security threat.

In particular, Sri Lanka is a signatory to the International Convention against Cruel, Inhuman or Degrading Treatment or Punishment.

Acting as military leaders above destroys national security, and the entire military chooses the wrong path, creating a corrupt army. I further state that since there is all the evidence for the above allegations and they will be presented when necessary, a preliminary inquiry should be commenced here and this complaint will be filed as the citizen has the right to provide information on crimes and is legally bound by it. The complaint also requests that a formal inquiry be conducted to gather strong evidence necessary for the conduct of court proceedings.

The complaint was sent by registered mail, respecting the restrictions on travel due to the effects of the Covid epidemic.
